Under general guidance of the Director of Administration, translates the agencyA?s strategic mission and goals into agency:wide human resources strategy to support the overall business plan and create a positive employee experience. Also works with the Labor Manager to determine labor strategies and their effects on all employees both union and nonunion. This position manages management and administrative staff, works with legal advisors on regulatory responses, advises internal customers, and manages programs and projects, and compliance with policy, procedures, regulations, laws and EEO/affirmative action affected areas. The scope of responsibilities for this position includes overseeing broad, complex, and potentially sensitive issues and situations that may have substantial impact on the company.Plans, organizes, staffs, directs, coordinates, oversees, evaluates, and trains assigned staff.Functions as a strategic business advisor to executive and senior management of each department regarding key organizational and management issues; including the administration of collective bargaining contracts, resolution of personnel issues, disciplinary action and other personnel matters. Which may necessitate determining when to contact legal charge of the maintenance of the agencies compensation system, including salary and classification studies, implementation of salary schedules, classification review, development and maintenance of job descriptions and position control. Presenting recommended changes to the Board of Directors.Provides oversight and direction for the agencies benefit program, providing service and information regarding salary, classification, range and step increases, leaves, unemployment insurance, health and welfare and retirement. Articulate with Payroll Department as needed to ensure proper salary and benefit payments.Provides oversight for HRIS activities, labor, performance management, drug and alcohol program, workersA? compensation, succession planning, retention and talent acquisition.Develops and recommends policies, procedures, and programs relating to human resources; and ensures that all policies and procedures are implemented. Interprets and administers employment laws and personnel policies to applicants, employees and the general public providing advice and recommendation to stakeholders. Oversees the preparation of all personnel action items for approval by the executive staff and board of directors.Prepares through research and analysis, statistical data compiling reports, surveys, metrics and materials serving as a resource person for the Labor Manager, Executive Team and Board of Directors.Prepares the annual budget for division and supervises its implementation and maintenance.As the designated EEO/Affirmative Action Program Manager, reports directly to Chief Executive Officer regarding these matters. Responsible for internal and external communication of the plan, collecting and analyzing employment data, identifying problem areas, proposing goals and time tables. Serving as liaison between Community Transit regulatory agencies. Evaluates reports, decisions, and results achieved in relation to established goals for the hiring and promotion process.Leads, manages and maintains vendor management services and vendor evaluation, selection, and contract negotiation.Performs other duties of a similar nature or level.Minimum QualificationsBachelorA?s degree in human resources management, business administration or public administration or another related field 10 years in Human Resources5 years management level Human Resources experience accountable for labor relations, employee relations, staffing, compensation and benefits 3 years in public sector Human Resources5 years of experience in supervision.
